13 days in October, Kennedy did not wave a flag of fear. Trump is abusing power.

Missiles and  political walls are two different animals.

President Kennedy could have alarmed America and called for a war like Emergency.  He did not.  13 days of strategy and planning and meetings with Generals, DOD, Cabinet members and finally he called for an address to the nation.  THAT was an emergency.  He still never invoked his power to alarm the public and called for a blockade. (Quarantine)

I do not know what dim wits are going over Trump’s legal authority to declare an emergency over concrete, then they are insane.  If missiles aimed at America from Cuba during the Cold War did not constitute a call for people to be prepared for a clear and present danger  then a wall promise  to a voting bloc on the southern border is a lie that should be an impeachable offense.

This is clearly an impeachable offense. Someone or one of those dead presidents on the wall need to tell him,  “Go ahead and call for a National Emergency over brick and mortar or steel or see through beads”.  Go ahead and see how fast you can be charged with Abuse of Power.  There will be no need to wait on Mueller’s report.  If the Senate does not follow through, then we really do have a constitutional crisis.

Regarding 1962 Missile Crisis

The President stuck to his scheduled travel in the midwestern United States. Advisors continued to debate a response strategy.

20 October: Kennedy orders a "quarantine" of Cuba

The White House called the blockade a "quarantine" because a blockade is technically an act of war. Any Soviet ships carrying weapons to Cuba would be turned back. The President faked a cold as an excuse to end his trip early without alarming Americans and returned to Washington.

he National Emergencies Act (Pub.L. 94–412, 90 Stat. 1255, enacted September 14, 1976, codified at 50 U.S.C. § 1601-1651) is a United States federal law passed to stop open-ended states of national emergency and formalize the power of Congress to provide certain checks and balances on the emergency powers of the President. The Act of Congress imposes certain procedural formalities on the President when invoking such powers. The perceived need for the law arose from the scope and number of laws granting special powers to the executive in times of national emergency.

The H.R. 3884 legislation was passed by the 94th United States Congress and signed by the 38th President of the United States Gerald R. Ford on September 14, 1976.

I don’t know if 45 is going for the National Emergency on his address to the Nation but if he does, impeachment papers should be drawn up immediately and he removed from office and as soon as possible.  He is the one who is a clear and present danger.
